On 28 July 2026, the Centre for Social Research and Development (CSRD) organized a training workshop on “Strengthening Community Capacity for Disaster Preparedness and Response and Developing Commune-level Disaster Prevention and Response Plans” at the headquarters of the Vietnam Fatherland Front Committee of A Luoi 3 Commune, Hue City.
The workshop brought together representatives of local authorities, the Commune Steering Committee for Disaster Prevention and Search and Rescue, community disaster response teams, the Women’s Union, and households from disaster-prone areas of A Luoi 3 and A Luoi 4 Communes.
Living with disaster risks
Located in a mountainous region, A Luoi 3 and A Luoi 4 are frequently affected by flash floods, torrential floods, localized flooding, landslides, and thunderstorms. With scattered settlements and predominantly ethnic minority communities, strengthening local preparedness and coordination is essential to reducing disaster risks and protecting lives and livelihoods.
Building knowledge for action
Throughout the training, participants learned how to:
- Identify local disaster risks and hazards;
- Assess community vulnerabilities and potential impacts;
- Apply practical preparedness and emergency response measures;
- Develop commune-level disaster prevention and response plans tailored to local conditions.
The sessions encouraged active discussions on early warning systems, community evacuation, protecting vulnerable groups, and strengthening coordination among local authorities, disaster response teams, search and rescue forces, and community members. Practical case studies and real-life scenarios helped participants better understand what needs to be done before, during, and after disasters, promoting a shift from reactive response to proactive preparedness.
Strengthening resilience together
Beyond improving knowledge and practical skills, the training also strengthened collaboration among local authorities, disaster management committees, community response teams, and local residents in disaster planning and emergency response. Building resilient communities starts with informed people. Every community member equipped with knowledge and practical skills today becomes an important link in creating safer, stronger, and more resilient communities for the future.
